If you use a system that patches callers through to a different queue system depending on what department they choose from the main menu, you have the most flexibility, because you can make what they hear whilst waiting, relevant to their enquiry. For example, if someone calls to open a new account, or purchase a product, they will choose the Sales department, and while on hold, you could elect to broadcast powerful, persuasive music to them, with "Hard-sell" advertisements every 20 or 30 seconds. However, if someone calls to make a complaint, this would not be relevant at all; instead, a more soothing and understanding tone is necessary, without being patronising of course.
On the other hand, if you have just one call-centre, and your advisors handle all incoming calls centrally with one queuing system, you have to choose something which appeals to anyone, regardless of their reason for calling. This is much more difficult, but as long as you take this on board when choosing your music and voiceovers, you can come up with a neutral combination which will work sufficiently.
